I have the exact same micro stuttering. I have a 5950x no OC and a RTX 3090 no OC playing at 4k frame locked at 119fps. It seems to happen more for me when enemies immediately show on my screen and as I turn to fire, micro stutter, then I over correct my aim while locked up in the stutter and now I am off aim and I lose the 50/50 I am in with another player. are you sure you dont have paketloss / network related problems? can u turn on the netgraph and the cpu/gpu fps next time recording?
Definately not lag. I have a Ubiquiti UDM Pro with comcast business 3Gb symmetrical fiber connection, and a Mellanox ConnectX-4 Lx Ethernet Adapter nic direct to my 10Gb switch. As you can see, it's a 1ms ping. Also I have never once seen the in game performance icons pop up.

OK On to new topics. My friend suggested underclocking my RTX 3090 and I think it worked. I had my max clock at 2040mhz and now having dropped that to max clock being 2010mhz I do not observe the issue. Anyone else care to try an underclock to confim this hypothesis?
