(PC) My settings keep getting reset + Tutorial every time

Happened again today unfortunately. Yesterday it didn't and it loaded the game normally. 

This is really frustrating, I thought it was fixed with the latest update but apparently not.

Why is this thread been marked as solved when I didn't choose a solution and in reality it really isn't solved? This is odd.
