Performance issue, why can't I get a refund
I haven't played 2042 since the release of Patch 3.1 and even before that was only playing Solo as I couldn't go on servers as my fps will drop down to around 30 - 40 fps making it unplayable.

I had the same issue with a 1080oc, which is about on par with your 2070, my CPU was older than yours so I was wanting to update anyway.
Anyways, I went with an i7 12700kf and overclocked it to 5.2ghz which solved all my issues, even using a 1080oc, low @ 1080. Now pushing 120fps almost all of the time but the games weather system pulls it down, as expected. Wish i could afford a decent video card, it would make this new system really sing, but on the other hand, even if I could, I don't want to support this price gouging.
Even going from 5ghz to 5.2ghz the performance noticeably changes. So i feel its 100% cpu related I'm sorry to say.
128player is very heavy on the cpu which is why we see alot of people complain about 3070s or even 3080ti's running with low frames, spending au$2000-3000 on a new video card just to combine it with an old cpu, bottleneck anyone? Thus I don't believe the game is as poorly optimised as people suggest. I've seen the game run very very well with new CPUs and GPUs.
In the games console type ' perfoverlay.drawfps true ' and you will probably notice the cpu is sitting in the red or at least bouncing to red a lot. If I'm wrong then ignore my reply but I suspect I won't be.. this is your cpu holding the game back.
You mentioned you have corsair ram? If it supports an XMP profile then maybe double check if that profile is enabled in bios, if it isn't then select profile 1. This may open up your cpu a little more.
I've also seen a few posts here of people making bf2042 cfg files to adjust the way cpu cores and threads work with bf2042, they claim success so I'll try to dig them up. Posted recently in the technical issue forum relating to a cpu usage thread I think?

I have tried everything possible to make it work but did report that the Game only really uses your CPU as I checked during gameplay on system manager and it was showing my CPU to be running at 100% and the game not really utilizing the graphic card at all, also there is memory leak which you can tell after one or two games.
I should be able to run this game on medium to high but it is that poorly optimized it struggles to play at it a low.
You or I shouldn't need to need to upgrade as we are using systems that are likely double the price of a PS5 but DICE has not even tried to optimize this game for PC and it really shows, and they can't even give an implementation date of when this will be fixed but have stated they are aware of this issue but it will take time, their words were 'We are aware of the issue but it will take longer to implement a fix'
And we can't even get a refund for a game that shouldn't have been released as it is not fit to play.
I understand but expecting a state of the art game, and with 128players in a small area, to run well with a 5year old cpu is probably stretching. I was in the same boat.
Sure, it may need further optimisation, and will likely get some, but I don't think it's that bad. My CPU load was 100% with old cpu and gpu was maybe 70, now the cpu load is around 60 to 70ish (from memory, I don't really check it) and gpu is sitting at 100%. So yea I push over 100 to 120fps constsntly on low at 1080 res, with a gtx1080oc

So you've made a cfg file that specifies cores and threads for bf2042?
You have backed up my claim we were given false details and system requirements, my system should be able to run this outstanding in low, and out of all of the games i have this is the only one that has problems hense the mass PC exodus via steam.
You shouldn't need to update your cpu as this is absolute * optimisation on DICE's part which they have even agreed with, but they don't know when they will be able to implement a fix.
So we have been given a complete pile of garbage, that didnt really go through proof testing and I'm going on 65 days with a pile of dung that is being out performed by a $1 steam entry which is clownfield 2042
