Repair tool not repairing on all surfaces/stopping repairs.

Summarize your bug Frequently when trying to use the repair tool in helicopters or transport vehicles the repair tool will not repair on solid surfaces of the vehicle or stop repairing on a surface. I have
How often does the bug occur? Often (50% - 99%)
Steps: How can we find the bug ourselves? Get into a helicopter or transport ship and try to repair it. I most often use Boris if that is helpful.
What happens when the bug occurs? The repair torch will not repair the vehicle when applied, or will stop repairing on a surface with no controller movement.
What should be happening instead? It should be repairing the vehicle.
