There is a known issue with NVIDIA cards (especially older) + Secure Boot + DisplayPort monitor. If you use DisplayPort you may try HDMI just in case.

It says it's not actually the DisplayPort issue but
I have RTX4070 and I experienced the problem when I had single monitor on, plugged by DisplayPort. I fixed the issue by turning on my second (smaller) monitor, also plugged by Display port, during boot. Unless I'm crazy, but I really don't remember change anything else.
