Server Hosting

I tried hosting a server yesterday but i wanted to change some things. I left the server, changed some settings in Portal and wanted to host it again. When entering the "HOST" options, my server was still up, hosted by me. 

Though, i cannot take down the server and i can't join it either. Restarting the game, the console doesn't do anything. 

Any suggestions?
