@c43c10u5 Yes youre CPU is throttling. (87 Celcius it is at 12th gen i believe "+80")
Cause the buildin safety , it will lower Mhz from cpu , to a temp that not could damage CPU.
Ya realy need to check youre airflow , cool past at cpu if its all ok!
The 12th gen and 13th gen cpu's get higher temps (they easily get 100 to +115 celcius temps under heavy workloads <<-- bf2042).)
Beaware , 12th and 13th gen cpu are running HOT out of the box already !!!)
What cooling do ya got/use in system case ?
Sometimes a bios update could fix issues (BAD FAN CURVES)
or check HEATH in bios and check fan settings, quite settings is not always ok !! less decibels but action to cool down is to late),
Also check fan specs, some FANS need to be set at PWM in bios.
If ya got liqued cooling make sure PUMP is set correctly.
My pump is always run at minimum of 80% speed , even in idle mode (also pwm)
Its possible youre cooling block at CPU isnt connected/screwed down even at youre cpu/socket.
I used 12th gen before and its possible ya need an
Thermal Grizzly Intel 12th/13th/14th Gen CPU Contact Frame.
My temps did lower +/-8 a 10 celsius with this contact plate 😉 .
To lower temps ya could also clock down CPU in bios, instead of 5400Mhz max, set it to 5200Mhz max.
Ya could adjust vcore settings (to fix and add 1.28 to 1.30 volts)
It will lower performance but temps also !! (you will not notice much/nothing) with lower settings).
Some people use intel extreme utility to clock down cpu, but i did prefer bios settings in the past. Just 1 time settings and you will not forget to chabge settings everytime ya want to game.

ps LGA1700 CPU /Sockets are known to bend issues.
Its possible ya need to reseat youre CPU Cooling , make sure ya screw down all with even power (not to much)
With the 13th Gen cpu i use now , i got good temps, after latest bios update (some bad fbios version, fan curves and/or with older bios versions 😉 )
Its possbile some issues get fixed with latest bios !
