Odds are they'd love to if they could but if you split it up that just spreads the population out even more. For a game thats a good few years old with an understandably lower pop they gotta make concessions to keep servers as filled as possible, and this is just gonna be that one compromise.
If more players ACTUALLY stuck to both and if split both are healthily filled sure yeah they'd have kept it, but here we are.
