IP 54.217.60.188 is located in Ireland. Which should give a better ping time than United States. Unfortunately the traceroute doesn't reveal much information for the Ireland game servers.

The last hop not responding is normal since Amazon has their gateway router configured to not respond to ICMP ping requests. The farthest we can trace is to the edge of Amazon's data center network, but that should usually give a 90% accurate ping time.
Although this isn't the case for the traceroute to Ireland. I would expect the ping time to be higher than 14ms going from Kingdom of Saudi Arabia to Ireland. The way it's being routed makes it hard to tell what's happening at the very end of the traceroute.
