There is no way to turn off chat text to speech

Summarize your bug There is no way to turn off chat text to speech I accidently turned it on during the initial setup and there is no way to turn it off in any of the option menus It is very loud and unaffected by any of the volume sliders
How often does the bug occur? Every time (100%)
Steps: How can we find the bug ourselves? Simply turn on text to speech chat in the initial startup of the game, and then try to turn if off later through any menu there is no option to do so Reinstalling does not help
What happens when the bug occurs? all in game chat is read aloud by text to speech and it is imposable to turn off
What should be happening instead? There should be an option to turn it off

To recreate this issue:

Simply turn on text to speech chat in the initial startup of the game,
and then try to turn if off later through any menu

there is no option to do so

Reinstalling does not help
