Can you try disabling full-screen optimization via the game properties ? (Right-click on BF2042 > Properties > Compatibility > check “Disable fullscreen optimizations”)

And "Change high DPI settings" -> check "Use this setting to fix scaling....." and click "OK"

Then launch your game

Well, not at all it seems. It eliminated flickering on Breakaway but on Spearhead there are still a lot of places like this 

Ok , it seems it did fix some issues.
Ingame , in menu goto GENERAL, then select NETWORK.
SET ALWAYS for the network performance bar.
Now during game ya will see a bar at the top of you screen (game).
Please make a new reording while ya play, also make sure the bar at top is clear and visible (some maps and colors/background, make the BAR hard to see during game.)
Post video so we can check what happens during ya game session !!!
