UI Elements Buffering

This is a long shot. I saw in the DxDiag a CORSAIR K70 RGB PRO 8,000Hz keyboard. Some people have reported Battlefield behaving strangely with 8,000Hz keyboards.
Try launching the game without the 8,000Hz keyboard plugged in and see if anything changes. You can also plug 8,000Hz keyboards into a USB 2.0 hub which will drop the keyboard's polling rate to 1,000Hz. Dropping the polling rate to 1,000Hz in Corsair software won't work.
I just checked my iCue app and the keyboard has already been running at 1000hz polling rate
Setting the keyboard to 1,000Hz in iCue software settings only affects the keyboard's response rate. The PC's USB host controller will still poll the keyboard at 8,000Hz, but the keyboard will only respond at 1,000Hz.
Launching the game without the keyboard plugged in is the easiest way to test if it's causing issues with Battlefield.
