Unable to have separately inverted controller and mouse controls

Summarize your bug Unable to have separately inverted controller and mouse controls. If you change one, it changes the other. I want to have my controller inverted but obviously not the mouse.
How often does the bug occur? Every time (100%)
Steps: How can we find the bug ourselves? Invert one control and watch as it also inverts the other.
What happens when the bug occurs? The mouse gets inverted if you invert the game pad joystick and vice versa.
What should be happening instead? One should not affect the other.

Why does the question "Which part of the mode? *" not contain the option "All modes"?

    This is because mouse and gamepad share the same control interface and this is why so many people feel mouse input is bugged because it's using controller input.

    Controller settings also influence mouse input.
