I am not sure if this will work for you but I was having the persistent data error non stop for a few weeks, it would happen for a while say or two and then I would randomly be able to join a game.
Got into a chat with an ea adviser and told them I tried everything and they gave me a sequence of steps to take within windows command prompt that seemingly have fixed the issue for me.

1. Search CMD after pressing the Windows key. Once that is done, Right click on CMD and click on "Run as Administrator"
2. When the command prompt opens, type ipconfig/flushdns and press Enter.
3. Type ipconfig /registerdns and press Enter.
4. Type ipconfig /release and press Enter.
5. Type ipconfig /renew and press Enter.
6. Type netsh winsock reset and press Enter.
7. Reboot your computer.
This did nothing for me. It seems that the game just cannot connect me to a game at all if I try to join a game with a cross platform player in my party. I can only join a game by myself and have my friends join my party after I'm in a game.
