I have the exact same issue, same troubleshooting as you with addition of power cycling Cable and wireless routers. I can get right up to a game starting then same error.
The issue is resolved for me now in SoCal.
Happening again now 18 JUL 2025 on PC.
No specific indicators of any outages on downdetector as well as no other threads about it. Probably an isolated issue around your area or you are just horrifically unlucky rn.
Hope it got or gets better.
