Why can't I switch Seats in any vehicle?

@EA_Atic  Yes all vehicles is the same. Doesn't matter what vehicle I get into, I cannot change seats.

    I know this is working on its 3rd year old but hopefully this can be record for everyone else; I finally went into my settings for key bindings on general tab and F1 through F6 switched gunner positions in vehicles.
