Why can't I switch Seats in any vehicle?

Still having this issue, never received anymore help on it.

I even created a Support Ticket and didn't get anywhere with it.

Tomorrow I'm installing a new Graphics card. I currently run a nVidia RTX 3060, the new card is a AMD RX 7900XT 20GB. This should fix most of my issues. If not I will have to format my drive and start over. I'm an engineer by trade. Not looking at reinstalling and setting up my 3D modeling software again and all my VPN stuff for work. But if it fixes the problems it's worth it.
