FYI i figured out how to fix it, verify your game files. i had 22 files fail to validate and redownload and now i dont have the issue.

DISM /Online /Cleanup-Image /ScanHealth
DISM /Online /Cleanup-Image /RestoreHealth
Reboot your system

Do not boot Origin with Windows, , Start Origin manually AS ADMINISTRATOR
