Wildcat and noobs

Can you make that new players CANT pick up wildcats.It is nearly impossible to play at 128 without it and also it is so hard to play vs good wildcat.Why the **bleep** new timers can pick a high value tank?? At least level 100 or something kinda hard to unlock it.Most of them are going to capture obj and dont want to shoot enemy air >.<
