Hate to break it to you but this is how it's always been even since BF3

Not true. In bf3 the only way to get a lock, required a recon to continuously paint the target for the engineer. Otherwise it was dumbfire only. Other vehicles could get locks but no manpads could without assistance.
That said, the range of ground based locks was stupid then too. Bf4 took it a step further and made lock ons faster and longer to the point it was pointless to get in a chopper at all.
