100% CPU usage and other issues

My computer configuration is an RTX5080 + AMD R7 9700X. I tested two scenarios while playing. The first was at low resolution (1080p) and the low graphics preset. My CPU usage was constantly at 100%, and the CPU FPS in-game was only between 120-160 fps, while the GPU FPS was stable at over 300 fps. In the shooting range, both the CPU and GPU FPS were normal (around 350 fps). The second scenario was at 4K resolution and the low graphics preset. The problem persisted: during the game, the CPU usage was 100%, the CPU FPS was between 120-160 fps, and the GPU FPS was close to 200 fps. My point is: in this case, my framerate was CPU-limited. My GPU FPS was high, but my CPU FPS was low, and the CPU FPS equaled my game's framerate.
