Are Penalties Needed for Disruptive Squad Spawning?

Yea, there's nothing to be done about this.  All you can really do is create your own squad so you don't have randos pulling stunts like this.  

Personally I throw a block in there too, I've got no interest in playing with a person who can't read the situation before taking action.  Observe, Orient, Decide, Act and all that.
