I know this will be an unpopular statement, but I will present it as the current option available. I'm not saying that there shouldn't be a better option, just stating that there is an option that gets around the complaint.
If you stop using matchmaking, and instead use the community server browser to join a server of your choice listed (filter per preference to find what you are looking for), your friends can join that same server regardless of quantity (within reason). It takes luck/timing to get on the desired team if the server doesn't have team switching ability. Otherwise, they can join you through the party system to get on the same team and then break that party to allow others. Either way, you can get a large group together, and you will stay together round after round regardless of your party settings. Then, you can communicate using whatever party application is available on your chosen gaming platform.

But that shouldn’t be the solution. It’s way too complicated. Finding a suitable server is almost impossible these days. It’s a complete disaster. Battlefield used to thrive on the community and playing together as a group—especially for clan members. All these features existed before and worked perfectly fine. It's frustrating to see the series moving backward in that regard.
