Simply put, I believe that when you are hit and bleeding out, which I think is the appropriate analysis of a downed soldier, you should be so incapacitated that you would be unable to function, raise a weapon, do anything except lie there and writhe in pain.
So, no, I can't jump on this bandwagon and say how great it would be if you could be downed and still shooting.
Nah. Bad idea.
