FearlessEST which anti-aliasing and sharpness settings are you using?
Is motion blur and chromatic abrasion turned off?
My Anti-Aliasing is turned to TAA. Sharpness is 70%. Weapon and world motion blur is down to 0%. Chromatic Aberration is turned off. Camera shake amount is turned to minimum - 50%.
FearlessEST I would try DLSS to see if it makes a difference. DLSS Quality mode should look sharper and less blurry than native resolution + TAA.
