Breakthrough Initiation question

PS5: Under the Training selection there is "Breakthrough Initiation". This is where you pretty much are playing against bots. This is the mode I like playing because basically I do terrible in peer to peer at this point. After level 15 Breakthrough Initiation is not accessible.. I am level 20 my friend is 14, lest night I joined his team and he opened Breaktough Initiation. In the opening screen I see one of the four  soldiers at the starting screen is at level 23, is this a bot. If not how did he get in at level 23 seeing as he/she is not associated with the person hosting the game.
