All gadgets including C4 should never auto recharge because the support class resupply ability exists for a reason. If you want more supplies then work as a team and play with friendly support teammates. Push and hold the spot button for a wheel to select the command to ask for ammo.
I also agree c4 is too weak, many times 3 uses on a vehicle does not kill.
