Can't fire through railings and chain-link fencing?

I'm not too sure how it works, but I've been able to shoot through chain-link fencing. As far as shooting through a steel railing goes, I would expect it to block/divert some bullets. I share your frustration when you lose a gunfight because a random rail or telephone pole ends up catching your bullets though.
