I don't know about 3/1 but in nearly every match I see a person who gets over a 10/1 KDR, many times on infantry only maps, and even after reporting and blocking them I still get them in my next match.
What blows my mind is that they STILL attempt to use the same old "Muh kernel level" anti-cheat that has be proven time and time and TIME again that it doesn't stop cheating. What is still catching cheaters is observing gameplay activity. When some idiot sets his aimbot to "always head always" he'll get banned in about 10 minutes.
What this game needs is an AI anti-cheat. They'll never do that though because then they would have to actually pay someone to review appeals, which is the cause of the useless kernel level becoming so popular in the first place.
