Firstly, the idea that having a high ping yields an advantage is nonsense.
Secondly, try playing with 180ms+ there's almost no way to win against people with lower pings unless you outplay them to a tee. Skill always wins over any kind of hardware or technical advantage, up to a certain point, no one with 300ms will win gunfights because they're literally shooting 300ms in the past and it's exceedingly unlikely that anyone stands still for 300ms.
Thirdly, it is well known that servers were shut down during the past few months, forcing players towards major regions.
Fourth, there is no possible way to have perfect netcode when there's people with frame rates ranging from 30 to 200+ fps.
Fifth, not everyone who uses a VPN is cheating, that's a false equivalence. Using a VPN in many instances can improve your connection to servers if your ISP uses a poor route to the server.
Overall, this is not a problem that everyone is making it out to be as the server always dictates the current state of the game, it is not client side but server side. For example, if a player with 20ms fights someone with 180ms at the same time, the player with 20ms WINS THE FIGHT EVERYTIME, because the server invalidates every bullet impact by the player with 180ms. You can see this for yourself by using the network tools.

So that console player with a ping of 217 who managed to get the top player in one game isn't cheating or having some form of lag compensation? Had this a few weeks with this player.
