Mortars are useless. Only way to die from one is if it falls directly on your head. their splash damage is lower than a fire cracker. if you move around its virtually imposable to die from one because of their hang time. I suggest you stop camping and move once a round falls near you.
The reason you think they are 'useless' is because you're thinking about large maps. Yeah, they don't do much there. But on small maps, if you just drop them on a choke point, you are guaranteed to get kills. And dying isn't even the worst part. With mortars constantly dropping, there is non-stop screen shake, endless suppression, and the whole map gets leveled. Long story short, it's just a terrible mechanic for the game.
