It's obvious.
They can't upset little Timmy! EA are all talk and zero action when it comes to console players and Cronus/titan script users.

That's EA's stance on this kind of stuff. The guy with a 45/1 KDR, and a 90% headshot rate with all weapons is just better. Cheating? No way, he's just that good. His actions and score can only be repeated by another person who is cheating that we actually banned? Nope, he still ain't cheating.
Leaderboards are going to sink the narrative. How are they going to explain away the top 100 players all having an impossible (Impossible being the equivalent to statistically improbable) KDR and insane HS%? Gonna have dudes with names like 我是一个爱作弊的男孩 at the top of those boards and EA is still just going to repeat "ONLY 5% OF GAMES HAVE CHEATERS GUYZ, OH EM GEE!"
