PC players using a controller can. I think aim assist is different for PC and console. Ask console players, the overwhelming response is that it's barely noticeable or it's so bad they turned it off. Every PC player I've seen talk about plugging in a controller says they get crazy snap-to-target aim assist. So, either aim assist is so broken that it works for some console players but not all, or it works differently across PC and console.
If you're getting beamed by console players, they're most likely using a cronus. I turned cross-play off (I know you guys can't which sucks) and immediately the gunfights felt better. But there's still cheaters using cronus. Every few matches there's some guy with 100+ kills, who every time you face him, doesn't miss a shot from any distance before you can even ads.
I play with controller on PC...the only time I feel a strong snap feeling is when I am already targeting a player and another enemy runs past him and magnetically pulls my sights off him and starts following the new guy. Other than that it feels rather subtle and takes a lot of config adjustments to get it where it is somewhat reliable. Mouse definitely feels like it is easier to aim to me, but I find moving with the mouse and kb much more cumbersome than with a controller
