How are teams balanced?

How are teams balanced in this game?

Just played a game of rush (12 vs 12 mode).

Our team had 2 players over level 100, one was 101, one was 112. Our lowest level player was 2. 
Their team had 5 players over level 100, the lowest of which was 124 the highest of which was 200. Their lowest level player was 8.

That meant our team's combined level was around 600. Whilst their team's combined level was about 1300. 

Now, I appreciate that level doesn't equate to skill, you could be low level but a FPS God and you could be high level but not be very good and just player 24/7. But, whilst level doesn't equate to skill it does equate to experience which does have some value. 

To add, these levels were at the start of the match so it wasn't like people had dropped out of the game and the game was being filled by the first players available so the match could have still started with the exact same players but with levels more evenly distributed.

This makes me wonder what mechanism the developers are using to create teams and what the logic behind it is. Any insight?

    They use EOMM (Engagement Optimized Match Making).  It’s a mess of system often times created crazy inbalanced teams for the sake of making matches quick & intense. It’s all algorithm nowadays. Back in the day you could switch teams or it was random people. Now every person is specially placed in games based on their ranking in the algorithm. 

  • Level in game now just a numbers.
    You have only one way to check real exp of your or enemy team.
    Just play and don't see to lvl.
