Implement the server browser that was available in the V era

The matchmaking system is causing players to be scattered across different servers.

Since this phenomenon is particularly pronounced on the Asian servers, we should provide a separate server browser distinct from the portal.

Hello. As I've mentioned to others, I believe a separate rental server program is necessary in addition to the portal server.
These issues are also being posted on social media, mainly for the purpose of organizing community events.
