is anyone getting bad grafix after respawn?

if so please do a bug report.i know im not the only one with this issue,i have asked players in twitch chat and was confirmed they have the issue as well,,,the actual issue is that i start a game with a nice clear picture and sometimes when i get killed and respawn the picture looks like im playing on 480p it is that bad.poor textures grainy screen and sometimes really bad grain pattern in the middle of the screen from end to end.it is not only pc but xbox as well and happens on all maps at some point.any replies will be greatly appreciated,,the game is unplayable when this happens.
