Is it cheating or bad design?

Sounds like more a design issue. What gun are you using?
More than half the guns are garbage imo. I've gotten most of my guns to 50 or at least 40 (with the exception of pistols).
I can't remember which one, it was getting one shot in the leg with a pistol that is the most bs.
Yup, that is odd. I don't think there is a pistol that kills in 1 shot. Would make more sense if you had lost some health or got hit by a frangible though.
To my knowledge only the .44 with Hollow Points can 1 shot with a head shot and it has to be a certain distance. Too far and its 2 shots.
I agree with @MaxumusKim89 unless you took a few points from something else, only a head shot can 1 shot kill and only from the .44 Magnum (since we are talking pistols). Mind you, jumping off something slightly high in this game makes you take almost 50% damage. Running off a second floor or vaulting something too high can do serious damage, you may be unaware of.
