Is there a way to turn these side popups off?

I've attached a screen shot of what I'm talking about here. This "ability Popup" continually makes noise and flashes up on my screen. I've looked and looked in the settings and can't see to find where you would turn this off at? Even if you can?

I've turned all tutorials off and other various settings to no avail. And it wouldn't be such a problem if it did it once per match and that's it. But whether I ignore it or use the ability it still constantly pops up with noise and a flash over and over again. 

It's really starting to annoy me.  Like I know what each ability does. I don't need the pop up anymore...😂
