Is there team skill balancing?
I ask because I’m not a good player, and every game I get put into my team is losing.
i think I’ve lost 9 games of Conquest in a row.

In portal there is no balancing at all, not even of numbers. So entire squads will leave and then it's like 8 humans vs 4 humans with no option for anyone to balance it. As far as regular matchmaking, the game employs skill based matchmaking which supposedly puts you in lobbies against other players that it thinks your skill level is. In regular multiplayer there are no persistent lobbies, every game you join is a new game with completely different players from the last game.
