You're asking for a heavier weighted SBMM and that's not what BF (or any game, for that matter) needs. I know it sucks, but BF has always had a mix of bad, to meh, to mid to good players in every lobby, and that's why it's gameplay has always felt superior to that of CoD. Whenever I played CoD I'd have a couple good games in a row and immediately be cast amongst the sweats and just get destroyed until eternity until it decided I needed to drop back down.
With BF, because of the mix...and the size of the maps, you have time to learn and observe what your opposition does. You don't need G-Fueled reflexes, you can actually slow the game down and see what they do.
