Given that tanks play such an important role when it comes to team balance, they shouldn't be as easy to take down as glitching a mine in some ditch/rubble. Even if you look closely, you won't always be able to spot the mines. So it would be far too punishing, if driving over them would always be an instant kill. This is especially true if you consider that engineers have 5 rockets if they have the perk.
Engineers have always been able to put landmines in places to remove incoming tank threats. You can bundle up claymores next to others that have been laid down. Why not landmines? The are designed to eliminate not “injure” a tank.
