One of the following is required:
1. Bots should be can't spawn directly into vehicles.
2. Add bots spawn delay when start game.
3. Add portal setting that bots don't ride vehicles.
It's a great "feature" if you destroy the vehicle though.
Having up to 5 bots just sitting in a vehicle for no particular reason gives a lot of bonuses, accolades when they all die.

You can spawn or get into the vehicle and click F1 or F2 on (PC) to take over the vehicle
If you create a custom portal server, you can create custom AI and control whether or not they enter vehicles.
It should be an easy toggle option for verified-mode servers and the simple AI that is provided as a backfill option.
