Missions are based on your location and the teams that are currently doing a mission. You need to typically be within the vicinity of another team that is doing a mission. Afterwards, you'll have the opportunity to take on a counter mission. I'd recommend just checking your missions whenever available to see if there are any available. Hope this helps.
