Portal Experience Duplication Issue

I was watching Jackfrags and he mentioned that issue about not being able to host his own portal experience.  I think the issue is people are using the experience code to host there own server rather than playing the experience. 

I searched for Jackfrags server expecting just to see one server but the were about 7 servers.  Exact same experiences, title, description everything lol 

Imagine, someone sharing the experience code and 7 version of it is hosted.  Its like a duplication bug and I'm not surprised that I'm getting Global Game Quota Exceeded.  

No Idea how to fix this other than enabling people to host locally.  This worked for me when using TacticalBrit's Flying Training Code and experience code. 

For example. If i search for Jackfrags experience code in the game, the option to host locally is greyed out.  For some reason with TacticalBrit's code it allows me to host locally, hence not duplicating and hosting the server globally.   My other question is what happens with XP when hosting locally? 

Just a thought as I noticed a lot of post from people complaining they couldn't host an experience.
