Without being able to double-check right now, I imagine it's because the event has ended. It should be available to unlock again in the near future through a catch-up challenge, if that is the case.

No worries. A similar thing happened last season, so hopefully I'm not wrong.
If it helps at all in the meantime, if you pick the PP19 off the ground (or from a crate if you play Redsec) and rank it to level 10, you should unlock a weapon package version that you can use until you can get the standard one. The main drawback with that is you won't be able to change the attachments on the weapon package version.
