Preloaded but Steam Reinstalls Anyway?

Anyone else getting this?
My play button was greyed out till 8:08AM then Steam justy started to DL & update 74GB again!?
I am at 68% because the servers are killing the DL speeds.

question about matchmaking...
why the matchmaking put in highping player in every round? its not fun when u have to deal with 150+ ping player. why is there no ping restriction on the server like in other battlefields?

Rangefinder & Scopes not working as they should
