Ranked matchmaking

Why is it, that I can’t play with friends whose rank differs from mine by two tiers, but still get random rookies to burden me?

Why are there ranks, if they don’t use it? I am a platinum, I want at least gold teammates, I am neither a teacher, nor want to carry the game for a bunch of beginners, who happen to think, that the best place for them, at level 10, is in the ONLY competitive game mode.

And the same goes for the enemies. I am not capable of dealing with the top 250 players, get them the f out of my lobby!
