Reputation system involving the air vehicles
there needs to be someway of controlling who and when people can fly. ive seen too many people crash in spawn, or jump out just to get on a roof.

While I get what you're saying, people don't just learn how to fly vehicles without failing a few times. You can't punish a new player for accidentally running a helicopter into the ground.
Similarly you also can't punish players for doing a rendezook and perhaps crashing their vehicle in the process. Because you'd just be punishing people for creating "only in Battlefield" moments.
I think a more practical solution is to just make rooftop camping a lot less appealing.
