Sluggish performance, capped menus, stuttering mouse; optimization is missing

Found the issue regarding mouse stuttering: When moving with the WASD keys while simultaneously panning the camera with the mouse, the game exhibits noticeable stuttering and jitter in camera movement. This occurs consistently during combined keyboard and mouse input, regardless of graphics settings, polling rate adjustments, raw input toggles, or overlay status. The issue appears to be tied to how the game engine processes simultaneous HID input events.
