I disagree with this. Grenades and other explosives are all very strong. They do not need to be buffed in any way.
This topic has nothing to do with the overall strength and balance of other grenade types though. It is about the decision of limiting the smoke grenade behind a certain class, so it can not be used in the situations where it might be needed the most. This concern would be the same regardless of how overpowered the other grenades and explosives are.
It's because smoke bombs are too versatile and powerful, so dice need to limit them, which means they won't be able to balance at all.

I can understand smokes being versatile but powerful is questionable as either team can benefit from it. It will depend on the skill of the players to make better use of it
